Job Description

The Buyer shall perform assignments related to the procurement of Indirect Goods and Services & Capex Projects for Company’s West Coast chemical plants. The position will have responsibility for (3) plant sites & oversee (1) Procurement Representative. The Buyer shall work with multiple disciplinary teams (maintenance, project management, project engineering, legal, finance, etc.) to deliver an optimized solution from a cost and risk standpoint to the manufacturing plants and project engineering team. The individual must be self-motivated and have strong communication skills, strong knowledge of industrial plant equipment and the chemical industry, strong negotiation skills and the ability to work closely with others.

 

Primary activities include:

  • Leads the procurement effort related to MRO & CAPEX projects including supplier identification, bidding, quotation analysis, legal review, and contracting.
  • Request supplier quotations, prepare bid tabulations and select lowest qualified bid. Negotiate favorable agreements to obtain best terms and conditions for the Company. Issue purchase orders in accordance with established policies and procedures. Negotiate and issue blanket/open purchase orders for repetitive-type requirements
  • Negotiate, develop, & maintain MRO Supply and Service Contracts for local plant spend.
  • Bid and negotiate Capex Services and Equipment Contracts for Mechanical, Civil, & I&E disciplines
  • Assist Engineering teams in defining project scope for CAPEX Projects in preparation of detailed RFQ’s
  • Research and identify capable suppliers or contractors for future bidding opportunities
  • Manage suppliers in all aspects, including relationship development, supplier performance, supplier HSE qualification and audit, price and contract negotiation etc.
  • Enforce terms and conditions of purchase orders, and compliance with legal requirements and Company policy. Resolve supplier non-conformance issues in a timely manner to minimize the Company's exposure.
  • Communicate, follow-up, and maintain the commercial agreements related to his/her plant sites
  • Ensures on-site contractors are in compliance with Company’s HSE requirements

 

Job Requirements

Education and Experience:

  • Bachelor's Degree in Business and a minimum of five (5) years in an industrial manufacturing environment required

Skills:

 

  • Strong negotiation and analytical skills
  • Strong written and verbal communication skills
  • Collaborative and proven ability to work effectively in a team environment
  • Strong computer software knowledge (Excel, Word, MS Project)
  • Knowledge of SAP purchasing and maintenance modules preferred

 

 

Additional Information:

 

  • Requires travel 1 week per month
